食品安全追溯应用进展与社会共治模式研究
食品安全追溯系统在国内外被应用于保障食品安全。为探明该系统进一步的发展方向, 本文研究比较了欧美日食品安全追溯的法律制度以及系统的应用状况, 分析了不同主体应用食品安全追溯系统的领域, 根据我国的实际情况提出相应的对策, 得出食品安全追溯系统与社会共治密切联系的结论。食品安全相关社会主体应采取食品安全风险管理措施。政府应加强法规政策的制定与执行, 同时采用政府和社会资本合作(public-private partnership, PPP)模式以分摊开发与应用追溯系统的成本; 企业借助追溯系统自律的同时可塑造品牌形象以提高数据的价值; 消费者应提高参与能力, 在成为食品安全受益者的同时促进系统的推广应用; 同时, 食品安全追溯有待于借助大数据技术进一步发展, 从而具有更加丰富的应用价值, 以保障人民的食品安全。
Food safety traceability system is used at home and abroad to ensure food safety. In order to find out the direction of further development of the system, this paper studied and compared the legal system of food safety traceability in Europe Union, America and Japan, and the application status of the system, and analyzed the application area of food safety traceability system for different subjects. The conclusion was that food safety traceability system was closely linked to social co-governance. Food safety-related social entities should adopt food safety risk management measures. The government should strengthen the formulation and implementation of regulations and policies, and at the same time, the government and public-private partnership (PPP) model should be used to share the costs of developing and applying the traceability system; enterprises can build brand image to improve the data value relyingon self-discipline function of the traceability system; consumers are suggested to improve their participation ability, and promote the application of the system while becoming a beneficiary of food safety;. at the same time, food safety traceability needs to be further developed with the help of big data technologies to get richer application value and guarantee people food safety issue.
