发达国家食用农产品市场准入对我国的启示
本文以美国、欧盟、加拿大、日本和澳大利亚5个国家或组织为示例, 分析各国在食用农产品市场准入方面的特点和共同点。与我国市场准入现状相比较, 发现其中的欠缺与不足, 并向发达国家管理体系借鉴经验。结合我国实际情况, 我国应该继续完善食用农产品法律法规和食品检查制度并设置专业食品检查员、明确各监管部门的管理职责, 加强部门之间的协调和沟通、合理利用科学技术手段来提高对食用农产品的管理、借助信息共享平台向社会公众传达有关食用农产品的信息。
Taking 5 countries or organizations including the United States, European Union, Canada, Japan and Australia as examples, this article analyzed the characteristics and common points of countries in market access of edible agricultural products, compared with the present situation of market access in our country, and learnt the experience of the management system of developed countries. Combined with the actual situation in our country, our country should continue to improve the laws and regulations of edible agricultural products and the food inspection system, set up professional food inspectors, clarify the management responsibilities of various regulatory departments, and strengthen coordination and communication among the departments, use scientific and technological means to improve the management of edible agricultural products and communicate the information about edible agricultural products for the public with the help of information sharing platform.
