中粮基于全产业链的食品安全风险管理实践
本文从食品安全管理为什么要基于风险、企业实施食品安全风险管理的必要条件和通过基于风险的内外部审核验证食品安全管理体系的有效性3个方面, 介绍了近年来中粮集团基于全产业链的食品安全风险管理实践。风险管理是现代食品安全管理体系的重要组成部分, 是国际组织、国家及国际标杆企业的通行做法, 是兼顾食品安全和成本控制的有效手段, 食品安全管理必须基于风险。制度标准、专业团队、工具方法、信息化和系统协同是企业实施食品安全风险管理的必要条件。中粮通过构建系统审核、专项评价、飞行检查等多种形式相结合的内部审核机制和在集团内部及相关方推行全球食品安全倡议(GFSI)“一处认证, 处处认可”的理念, 确保了食品安全管理体系的有效运行。
The COFCO ’s food safety risk management control practice based on the whole industry chain in recent years was introduced in this paper from three aspects: why should food safety management be based on risk, the necessary conditions for the implementation of food safety risk management and risk based internal and external audit to verify the effectiveness of food safety management system. Risk management is an important part of the modern food safety management system, the practice of international organizations and benchmarking enterprises, and an effective means of taking into account food safety and cost control, so food safety management should be based on risk. Standards, professional teams, tools and methods, informatization and coordination are the necessary conditions for enterprises to implement food safety risk management. Through the internal audit mechanism of combination of construction of system audit, special evaluation, flight inspection and other forms, and implement of "a certification, everywhere recognized" concept of global food safety initiative (GFSI) within the group and related parties, COFCO ensure the effective operation of food safety management system.
