“合格假定”理念在出口水产品检验监管实践中的讨论与思考
本文从“合格假定”的理念出发,阐述了合格出口水产品的内涵,分析出口水产品“合格假定”成立的要件,推断在当前条件下采用“合格假定”理念构建出口水产品检验监管模式的可行性,并提出了构建出口水产品“合格假定”模式的具体内容。包括：确定“合格假定”模式的准入条件、制订严谨科学的验证程序、制定并落实基于“合格假定”前提的日常监督管理规则、打造快速便捷的出口放行通道、坚持风险预防和持续改进两手抓等五大要点。并就新模式应该关注的问题及对策提出意见和建议。
According to the theory of “Qualified Hypothesis”, this article demonstrates the connotation of qualified aquatic products for exportation, and analyzes the establishing conditions of “Qualified Hypothesis” of export aquatic products, and deduces the practicability to establish the model of inspection and supervision through the theory of “Qualified Hypothesis” under current conditions. In addition, this article presents specific details of “Qualified Hypothesis” model of export aquatic products. It contains 5 key points, including the ensurance of entry criteria of “Qualified Hypothesis” model, the establishment of rigorous and scientific verification process, the constitution of daily supervision regulations based on the premise of “Qualified Hypothesis”, the establishment of fast and convenient export channel, and the equal attention that attached to risk prevention and continual improvement. Furthermore, this article provides some additional opinions and suggestions on the problems and strategies that the new model should concern.
