澳大利亚食品安全管理机构简介
澳大利亚作为世界主要的食品农产品生产国和出口国之一, 食品工业是其经济和社会发展的重要组成部分。通过完善的制度设计, 澳大利亚构建了联邦、州和地方政府多层次的“金字塔”型食品安全监管网络。联邦统一负责食品标准、食品对外贸易、检验检疫等法律法规制定, 州和地方政府负责辖区内的食品安全管理事务。2013年以来澳大利亚联邦政府对食品安全管理机构的职能进行了较大幅度的调整。本文根据澳大利亚食品安全监管机构的变化, 对其食品安全管理相关机构及相应的职责进行了系统的梳理, 并对其食品安全监管协调机制进行了分析。本文旨在帮助我国政府部门和企业了解澳大利亚的食品安全监管体系和制度。
As one of the world's leading food agricultural producers and exporters, the Australian food industry is an important part of its economic and social development. Australia has constructed the “pyramid” type of food safety regulatory network by the federal government, the state government and the local government. The federal government is responsible for the law-making of food standards, foreign trade, inspection and quarantine. The state government and the local government are responsible for the food safety management affairs within the jurisdiction. Australian federal government had adjusted the responsibilities of food safety management agencies since 2013. According to these changes, this paper focused on the food safety administration organizations and corresponding responsibilities, and also analyzed Australian food safety supervision and coordination mechanisms. This paper would be helpful for Chinese government and enterprises to learn Australian food safety regulatory system.
