This paper summarized the requirements and characters of food circulation licence system, analyzed the application of this system in tea business in Fujian province. The tea stores are popularized all over the cities and counties, most of them are in Wuyi Mountain City, Fuzhou and Quanzhou, and An’xi County has outstanding number. This paper pointed out that the imbalance of development among different tea-producing areas, the weakness of brand construction, the inadequate number of leading enterprises and major farmer cooperation and less model effects of them were the major questions. Suggestions were put forward in order to smoothly pursue this system for tea operators.
