考虑需求响应的电力系统灵活性资源优化配置
摘要:风电、光伏等间歇性电源的大规模并网使得对电力系统灵活性的需求急剧增加。为构建含高比例可再生能源电力系统,挖掘储能、水电、火电等灵活性机组与负荷响应等灵活性资源的调节能力,提出一种考虑需求响应的电力系统灵活性资源优化配置方法,使规划方案在满足灵活性需求条件下实现经济性最优。所提配置方法综合考虑了规划层、运行层和灵活层,以最小化成本为目标多次迭代求解电源规划模型、短期运行模拟模型和超短期运行模拟模型。并结合峰谷平分时电价和可中断负荷两种需求响应手段,进一步增加了系统运行的经济性和灵活性。在求解方法上将多层次迭代与松弛技术相结合,提高了计算的鲁棒性。以某实际区域电网为算例,验证所提配置方法的有效性。

Abstract:Large scale grid-connection of such intermittent power supply as wind power and photovoltaic (abbr. PV) power leads to higher requirement on power system flexibility. To construct a power system containing high proportion of renewable energy sources and mine the regulation ability of flexible generation units such as energy storage, hydropower and thermal power as well as that of flexible resource such as load response and so on, an optimal allocation method of power system flexible resources, in which the demand side response was considered, was proposed to make the planning scheme enable to implement the economic optimization while the flexible demand was satisfied. In the proposed allocation method the planning layer, operation layer and flexible layer were overall considered, and taking the minimized cost as objective the power source planning model, short-term operation simulation model and ultra-short-term operation simulation model were solved by multiple iterations. Besides, combining with two kinds of demand response means, i.e., peak-valley-flat TOU price and interruptible load, both economy and flexibility of system operation were further enhanced. In the solving method the robustness of the calculation was improved by combining multi-level iteration with relaxation technique. Taking a certain regional power network for example, the effectiveness of the proposed allocation method is verified.
