摘要：当前以大电网为主、单向计划调度的调控运行模式已难以适应新型电力系统的发展形势.为促进分布式电源消纳,解决已经出现的大电网平衡问题,亟需重新梳理和系统规划配网二次系统协同调控功能.通过对大电网平衡区、德国平衡单元机制的分析,提出了配网分布式资源自治和聚合形态及典型模式.综合考虑我国垂直调控体系的现状以及配网多元主体参与的新业态,提出主配微多级协同兼区域自治的控制框架和有功分层调度多级协同控制的技术架构.重点针对配网侧分布式资源协同控制功能,围绕主配协同、配微协同、区域自治,探讨了资源聚合、采集与控制、有功控制等核心技术.最后,提出分布式资源协同调控配网二次系统功能规划方案,并在工程示范中得到了初步验证.
Abstract：Atpresent,theregulationandoperationmodeofpowersystemdominatedbylargepowergridandone-wayplanneddispatchinghasbeendifficulttoadapttothedevelopmentofnewpowersystems.Topromotetheaccommodationofdistributedgeneration(DG)andsolvethebalanceproblemoflargepowergrid,itisnecessarytosystematicallysortoutandplanthecooperativecontrolfunctionsofthedistributionsecondarysystem.BasedontheanalysisoflargepowergridbalanceareaandGermanbalanceunitmechanism,autonomyandaggregationformsandtypicalmodesofdistributionnetworkareanalyzed;Consideringthechinaverticalregulationhierarchyandnewbusinessformsofmultiplesubjectsinthedistributionnetwork,proposeamulti-levelcollaborativeandregionalautonomouscontrolframeworkforthelargepowergrid,distributionnetwork,andmicrogrid,aswellasatechnicalarchitectureforactivepowerhierarchicalschedulingandmulti-levelcollaborativecontrol.Focusingonthedistributioncollaborativecontrolfunctionofdistributedresources,thecoretechnologiessuchasresourceaggregation,collectionandcontrol,andactivepowercontrolarediscussedaroundmulti-levelcollaborativeandregionalautonomy.Finally,thedistributionsecondaryfunctionalplanningschemeofdistributedresourcecooperativeregulationisproposed,andthefeasibilityispreliminarilyverifiedintheengineeringproject.
