摘要：农村基础设施作为经济发展的先行条件,能够改善区域营商环境,是促进产业融合的重要抓手.为评估农村基础设施对产业融合的影响,以中国30个省级行政区(不含港澳台和西藏)2011—2020年的面板数据为样本,测算中国农村基础设施和产业融合的发展水平,实证检验农村基础设施对产业融合的作用效果和机制.结果表明:(1)中国农村基础设施对产业融合具有促进作用;分地区来看,农村基础设施对产业融合的正向影响在东部地区和西部地区显著,在中部地区不显著;分农村基础设施种类来看,经济类基础设施和社会类基础设施对产业融合的正向效应均显著,但经济类基础设施的促进效果更明显.(2)农村基础设施通过提高资源配置效率来推动产业融合.(3)中国农村基础设施和产业融合间存在明显的空间关联特征,农村基础设施对本地区产业融合具有正向效应,对周边地区产业融合具有负向效应.因此,为推动中国农村产业融合进程,政府应加紧构建全国统一大市场,因地制宜规划农村基础设施建设,充分发挥农村基础设施的资源配置功能,增强地区间的有效交流与合作.
Abstract：Tostrengthenthebasicpositionofagriculture,reduceagriculturalproductioncosts,andexpandfarmers'incomechannels,theChinesegovernmenthasputforwardanimportantconceptofruralindustryintegration.Sincethepolicywasputforward,Chinahasgraduallyformedfourintegrateddevelopmentmodesofruralindustries,whichhavemadeimportantbreakthroughsinagriculturalscalemanagementandindustrialchain,acceleratingtheprocessofruralindustrialintegration.Atpresent,theintegrateddevelopmentofChina'sruralindustrieshasachievedobviousresults,butitstillfacesconstraintsinthesupplyofhumanresources,capital,technology,andotherfactors.Inreallife,italsofacesproblemssuchaslooseinterestlinkage,weakindustrialdrivingability,andinsufficientinfrastructureguarantee,whichneedtobefurtherdevelopedandoptimized.Combinedwiththerealityofagriculturalproduction,ruralinfrastructurehasanimportantimpactonindustrialintegration.Ontheonehand,ruralinfrastructurehasimprovedruralbasicservicesandlivingsecurity,andenhancedtheattractionofcapitalandtalent,makingupfortheactualdevelopmentdefectsofruralindustrialintegration.Ontheotherhand,ruralinfrastructureisconducivetobreakingmarketsegmentationanddeepeningthedivisionoflaborandcooperationbetweenindustries.Therefore,ruralinfrastructureisofgreatsignificancetoindustrialintegration.However,thereisalackofresearchontherelationshipbetweenthetwo,includingdetailedtheoreticaldiscussionandscientificquantitativeevaluationoftheeffect.So,canruralinfrastructurepromoteindustrialintegration?Ifso,whatistheinfluencemechanism?Whatarethecharacteristicsofitseffectsindifferentinfrastructuretypesanddifferentregions?Inaddition,canruralinfrastructurebreakthroughspatialbarriershaveanimpactonindustrialintegrationinotherregions?Toanswertheabovequestions,thispaperreviewedtherelevantliteraturesandsummarizedtheexistingachievementsfromthreeaspects:theevaluationresearchonthedevelopmentlevelofruralinfrastructure,theevaluationresearchonthedevelopmentlevelofruralindustrialintegration,andtheinfluencingfactorsofindustrialintegration.Thispaperdefinestheconceptofruralindustryintegration,anddiscussesthetheoreticalmechanismbetweenruralindustryintegrationandruralinfrastructurefromtheperspectiveofbasiceffect,mediatingeffect,andspatialeffect,andputsforwardresearchhypotheses.Then,usingpaneldatafrom30provincesfrom2011to2020inChina,thispaperconstructedtheindexsystemofruralinfrastructureandruralindustryintegrationandusedtheentropymethodtomeasurethedevelopmentlevelofthetwo.Thetwo-wayfixedeffectsmodelisusedforbasicregressiontoanalyzetheeffectofruralinfrastructureonruralindustryintegration.Furthermore,thesampleareasaredividedintoeastern,central,andwesternregions,andtheruralinfrastructureisdividedintoeconomicinfrastructureandsocialinfrastructureforheterogeneityanalysis.Then,combinedwiththetheoreticalanalysisframework,theeffectofresourceallocationefficiencyasamediatingvariableistested.Finally,thespatialDurbinmodelisintroducedtotesttheeffectofruralinfrastructureonindustrialintegrationbetweenregions.Theresultsareasfollows.First,ruralinfrastructurehasapositiveeffectonindustrialintegrationinChina.Byregion,thepositiveimpactofruralinfrastructureonindustrialintegrationissignificantintheeasternandwesternregions,butinsignificantinthecentralregion.Intermsofthetypesofruralinfrastructure,botheconomicinfrastructureandsocialinfrastructurehavesignificantpositiveeffectsonindustrialintegration,butthepromotioneffectofeconomicinfrastructureisstronger.However,thepromotioneffectofthetwoaloneisnotasobviousasthatofthesimultaneousexistence.Secondly,ruralinfrastructurepromotesindustrialintegrationbyimprovingtheefficiencyofresourceallocation.Themediatingeffectis0.039,accountingforabout10％ofthetotaleffectofruralinfrastructureonindustrialintegration.Thirdly,thereisanobviousspatialcorrelationbetweenruralinfrastructureandindustrialintegrationinChina.Ruralinfrastructurehasapositiveeffectonindustrialintegrationintheregionandanegativeeffectonsurroundingareas.Basedontheresearchconclusions,thispaperproposesthefollowingsuggestions:First,thegovernmentshouldencourageprivateinvestmentinpublicservices,speeduptheconstructionofruraleconomicinfrastructure,andtheapplicationofinnovationinrurallife;secondly,ruralinfrastructureconstructionshouldbeplannedaccordingtolocalconditionsandthegovernmentshoulddecidethechoiceofinfrastructureconstructionprioritiesandinvestmentchannelsaccordingtothedevelopmentstatusoftheeastern,central,andwesternregions;Thirdly,theefficiencyofresourceallocationshouldbeimprovedandthegovernmentshouldgivefullplaytotheroleofeffectivemarketsinpromotingresourceallocationandactivelypromotetheestablishmentofaunifiednationalmarket;finally,inter-regionalexchangesandcooperationshouldbeencouragedandthegovernmentshouldstrengthenthedrivingeffectofdevelopedruralareas,urbanagglomerations,andmetropolitanareas,strengthentheassistancetolessdevelopedruralareas,andimprovethelevelofruralindustrialintegrationonthewhole.
