摘要：中国排污许可制全面推行期间,燃气锅炉排污许可证申请与核发、实施与监管等工作实践中暴露出一些突出问题,亟需予以改进.结合北京市燃气锅炉排污许可管理实践,主要从环评与排污许可名录、管理办法与管理条例、技术规范与技术指南、污染物排放标准、排污许可平台等方面,梳理分析排污许可工作中的主要问题,并对环评与排污许可名录、管理办法、技术规范与技术指南、排污许可平台给出相应改进建议,旨在助力完善排污许可管理体系,为推动构建以排污许可制为核心的固定污染源监管制度体系提供参考.
Abstract：DuringthefullimplementationoftheemissionpermitsysteminChina,severaloutstandingproblemshavebeenexposedintheapplicationandissuance,implementationandsupervisionoftheemissionpermitforgas-firedboilers.BasedonthemanagementpracticeofBeijing'sgas-firedboileremissionpermit,thispaperanalyzesthemainproblemsintheemissionpermitworkfromtheaspectsofenvironmentalimpactassessmentandemissionpermitdirectory,pollutantemissionstandards,managementmethodsandregulations,technicalspecificationsandtechnicalguidelines,sewagepermitplatform.Itgivescorrespondingimprovementsuggestionsforenvironmen-talimpactassessmentandemissionpermitdirectory,managementmethods,technicalspecificationsandtechnicalguidelines,sewageper-mitplatform.Thestudyaimstoimprovetheemissionpermitmanagementsystem,whileprovidesareferenceforpromotingtheconstruc-tionofafixedpollutionsourcesupervisionsystemwiththeemissionpermitsystemasthecore.
