摘要:数字经济发展逐渐成为实现双碳目标的重要途径.基于2011—2020年省级面板数据,建立指标评价体系对数字经济发展水平和碳生产率进行测度,运用中介效用模型、空间面板模型、门槛模型揭示数字经济发展对碳生产率的影响.研究发现:(1)数字经济发展对碳生产率有显著促进作用且存在区域异质性;(2)研发强度和环境规制在数字经济对碳生产率的传导机制中具有明显的中介作用;(3)数字经济促进碳生产率提高的同时也存在空间溢出效应;(4)数字经济对碳生产率的正向促进作用因消费结构水平的不同而存在门槛效应,两者间的关系会随着消费结构水平高低变动而发生变化.研究结论可为精准评估数字经济的减排效应、加速释放数字经济时代的碳生产潜力、统筹制定差异化的数字赋能绿色低碳转型战略提供经验证据和政策启示.

Abstract:Thedevelopmentofthedigitaleconomyhasemergedasacriticalavenueforachievingdualcarbonobjectives.Thisstudyutilizespaneldataspanningfrom2011to2020across30provincial-leveladministrativeregionsinChina(excludingHongKong,Macao,andTibet).Itconstructsanindexsystemfromfourdimensions:digitalinfrastructure,digitalindustrialization,thepenetrationlevelofthedigitaleconomy,andindustrialdigitization.Theentropymethodisemployedtoderivethecomprehensiveindexofthedigitaleconomyforeachprovince.Additionally,carbonemissionsfromeighttypesoffossilenergyfuelsarecomputedforeachprovinceandmeasuredrelativetoregionalgrossdomesticproduct(GDP)toassesscarbonproductivity.Tocomprehensivelyinvestigatetheinfluenceofthedigitaleconomyoncarbonproductivity,thisstudyemploysamultifacetedapproach,includingbidirectionalfixedeffectsmodels,spatialDurbineffectsmodels,andpanelthresholdeffectsmodels.Theresultsrevealthefollowinginsights.First,Overallregressionresultsdemonstrateasignificantpositiveeffectofthedigitaleconomyoncarbonproductivity.Heterogeneityanalysesfrombothregionalanddigitaleconomydevelopmentperspectivesindicatethatthepromotioneffectofthedigitaleconomyoncarbonproductivityismorepronouncedinthecentralandwesternregionscomparedtotheeasternregion.Moreover,thestudyfindsthatnosignificantinhibitoryorpromotionaleffectofthedigitaleconomyoncarbonproductivityinlessdevelopedregionsisrelativetothatofthedevelopeddigitaleconomyregions.Secondly,mechanismtestsindicatethatthedigitaleconomypromotescarbonproductivitythroughresearchanddevelopmentintensityandenvironmentalregulationcapabilities.Specifically,thedigitaleconomyfacilitatesthetransitionofnaturalresource-intensiveindustriestowardslow-carbon,high-techindustries,ultimatelyenhancingcarbonproductivity.Regardingenvironmentalregulation,thedigitaleconomycaninfluenceenterpriseinvestmentdirections,limitproductionscales,providecompensationeffectstoreducepollution,facilitategreenreformsinenterprises,andthuscontributetoenergyconservationandemissionreductiongoals.Thirdly,thestudyidentifiessignificantspatialeffectsofthedigitaleconomyoncarbonproductivityandadaptsappropriatemodelsaccordingly.SpatialeconometricmodelsareselectedbasedonLMtests,LRtests,Waldtests,andHausmantests.Theresultssuggestthatthedigitaleconomypromoteslocalcarbonproductivityenhancementbutdoesnotexertpositivespillovereffectsonadjacentregionsatthenationallevel.ThisphenomenonmaybeattributedtotheSiphoningEffectinducedbydevelopeddigitaleconomyareas,leadingtoincreasedresourceconsumptionanddecreasedcarbonproductivityinsurroundingareas.Forthly,therelationshipbetweenthedigitaleconomyandcarbonproductivityisinfluencedbyconsumptionstructure.Whentheconsumptionstructurelevelexceedsthethresholdvalue,thedigitaleconomysignificantlypromotescarbonproductivity.However,whentheconsumptionstructurelevelisbelowthethreshold,thedigitaleconomydoesnotpromotecarbonproductivitybutratherinhibitsitsimprovement.Basedonthestudyfindings,severalrecommendationsareproposed.First,moreeffortsshouldbeputtodevelopthedigitaleconomytoexpanditspromotioneffectoncarbonproductivity.Continuouslyinvestindigitaltechnologyinfrastructuresuchasartificialintelligence,bigdata,andinternettechnologies.Digitaltransformationinenterprisesshouldbepromoted,theintegrationpathwaysbetweenenterprisesandthedigitaleconomywidened,synchronousdevelopmentofdigitalindustrializationandindustrialdigitizationmaintained,anddigitalmanagementsystemsforvariousindustriesestablished.Secondly,thespatialroleofthedigitaleconomyshouldbeenhancedbyincreasinginvestmentindigitaltechnologyresearchandenhancingenvironmentalregulationintensity.Thedevelopmentofinnovativeenterprisesshouldbesupportedtoensurethepromotioneffectofdigitaltechnologyonenterprises.Theflowofproductionresourcestowardshigh-techindustriesshouldbeguided.Digitaltalentcultivationshouldbefosteredbyactivelyincreasingresearchefforts,andthedevelopmentofcoretechnologiesshouldbepromoted.Anenvironmentalprotectionsysteminvolvinggovernment,society,andresidentsshouldbeconstructedandimproved.Airqualitydatainreal-timeshouldbemonitored,pollutionsourcespromptlyaddressed,andtheeffectivenessofenvironmentalpolicieswiththesupportofdigitaltechnologyensured.Thirdly,inter-regionalexchangeandcooperationshouldbefacilitated,thecompetitiveandsiphoningeffectsbetweenadjacentregionsweakened.Whilewefocusingonthedevelopmentoflocaldigitaleconomies,neighboringregionsshouldalsobepaidattentiontoandtheresourceconsumptionresultingfromthedevelopmentofthedigitaleconomyjointlyaddressed.Cooperationincontrollingcarbonemissionsandeliminatingdatabarriersshouldbeenhanced.Differentiatedstrategiesfordevelopingthedigitaleconomyshouldbeimplementedtopromoteindustrialdigitizationtransformationincentralandwesternregions,resourceallocationeffortsincreased,thecontinuousandsteadypromotionofcarbonproductivitydevelopmentensured.Easternregionsshouldfocusonbreakthroughsincoredigitaltechnologiesandcontinuetoplayademonstrativerole.Forthly,theupgradingofconsumptionstructureshouldbeactivelypromotedtoensurethestableroleofthedigitaleconomy.Overallincomeshouldbeincreased,wealthgapsreduced,greenandhealthylifestylesadvocated,changesinconsumptionconceptspromoted,high-emissionandhigh-pollutionissuescausedbymaterialconsumptionsuchasclothing,food,housing,andtransportationcontrolled.Thetertiaryindustryshouldbeactivelydeveloped,consumptionstructurefromthesupplysideoptimized,theproportionoflow-carbonhigh-endconsumptionincreased.
